yeah it is supposed to shut it off around that psi mine all do anyway. you are still low on freon if when you have gauges hooked up if you have them it will start to equalize the high and low side so your low side will go up in pressure when the clutch isnt engaged then when it sees enough pressure it kicks back on until the pressure dips back down below the usually its around 20 psi. if you jump the low pressure switch it will draw it clear down to near zero psi on low side and that is really bad. i would add more because when you use those cans it might have 12 oz in it but you usually never get it all out of it. you really need a set of gauges on high side to see if you have a plugged orifice tube but if its cycling because of low pressure i doubt it is that and id just add more freon if it was mine
