| PP is a choice, an option, just like conservation compliance is a choice, option. There would be just as much PP as a percentage in the I states had tiling never occurred pre 1985. No tiling of wetlands occurred in ND before 1985 when swampbuster/sodbuster took place thereby eliminating the ability to tile while participating in the farm program.
And why? The US taxpayer wants it that way, exactly. Their duly elected officials (even yours, "Joe R") voted on it to be exactly the way it is. The US taxpayer wants nothing else more. And we oblige the US taxpayer by participating in the farm program under program eligibility rules. | |
