Why is PP even allowed? It does nothing but provide a safety net to areas that shouldn’t even be growing corn or allows BTOs a free pass in a tough spring because they couldn’t get their work done timely. Why should the tax payer be on the hook for this payment? This makes zero sense. What other industry gets paid for not getting their work done?
