If your desire is to get to whole corn, I'd say 400-500# might work, it there is enough oats/hay/corn cobs in mix.
As far as sticking the head through fence, there always seems to be a 'different' one every now and then.
Edit: looks like a large portion of oats in your present ration. My creep feed ration is about 44% cracked corn, 13% oats plus a pellet, molasses and corn oil, almost 22% crude protein.
