the problem with retail theft is the stores no longer want to chase and arrest thieves, it's easier to just increase the price and make the honest people pay for it, just like self check out, folks use fake bar codes to get a expensive item for pennies, or scan everything and have a old receipt and just walk out, again just charge the honest people more and move on.
