Northern Indiana | The National Electrical Code also has minimum vertical clearances for power lines based on the situation:
Lines carrying 120-240 volts crossing driveways, parking lots, and alleyways: 16 ft
Streets and roadways with commercial traffic: 15.5 ft above the ground at their lowest point
Wires above water features: 22.5 ft for a pool or hot tub, 17 ft for a pond or lake
Communication lines: 9.5 ft for data wires over pedestrian traffic, 15.5 ft for data wires over vehicle traffic
I’d let them decide if they want to meet code or not.
