better than the RTX.....

All CORS equipment is renewed with time...receiver and antenna...I assume these operators evaluate their equipment periodically
https://www.ngs.noaa.gov/CORS/

Accuracy - F9P accuracy is stated at 0.7mm +1mm per km.
At 20 miles (32km), then 0.7 mm + 32mm = 32.7mm (1.3") on a clear day.

but it appears to be better than the RTX

Either dealer has not maintained (replaced, correct coordinates) their equipment, RF interference, or this below is the issue.

OPUS-RS Estimated Precision and Availability
https://www.ngs.noaa.gov/OPUSI/Plots/Gmap/OPUSRS_sigmap.shtml

Also, enter your coordinates, and click on upper tabs for more info; when satellites are just above the horizon, your accuracy improves. https://www.gnssplanning.com/#/settings When at higher elevations, accuracy decreases.

My biggest "challenge" was learning/realizing that I needed to use the NAD83 datum.

Yes, yes, & yes
