Plaster skim coat is usually a thin gypsum/sand plaster that is floated to produce a textured and sandy surface. Often it WILL come off easy, if somebody wanted to try to peel it and then mud the seams the normal way, but that would be a hassle. The corners get chewed up and the little bit that sticks is a pain.
