from some of the posts you have, you are willing to experiment it seems.
so what would be wrong with a seeding of oats and radish?
it would establish early, typically good fall growth, and terminate with a hard freeze.
should provide a mass to help keep soil in place, but admittedly not green in the spring.

perhaps you have tried this and found it to be not successful?
One of the greatest things I struggle with in the entire CC discussion is the lack of a positive impact to the bottom line in many (most?) cases. the ability to graze for livestock is a huge benefit of covers, and one that can turn profits in year 1.

Hey Byron never tried oats --What I didn't like about radishes --when radish root hits a low Ph layer-- our subsoils used to be "4.8 Ph"-- radish root didn't like it and it pushes out of the ground
Our subsoil Ph has gotten much better "possibly because of the CC we have been using???" I've had 6"-18" readings Ph of 6.5 to 7.0
most of our rolling land I'm always concerned about erosion want to keep covered (I probably worry too much)
Bet it might work for you ---I like CC thin seeded-- 20# of oats a neighbor seeded -worked in with a VT tool -looked plenty thick to me and it died just like you are saying
