I would have to see specifics of that solar system issue, I am just guessing.

Grounding is a tricky thing and I definitely don't know it off the top of my head but there is usually a rationale to the rules if given some thought so I beleive the island analogy is why no ground rod is needed. Same with portable welder/generator. It is always best to start with the code rules and then work back to see if one can understand the reasoning.
