Anyone knowledgeable about electric grounding on trailer mounted generator?

The green ground lug is bonded to the generator frame. Plastic fuel tank. Generator frame is bolted to the trailer frame.
What I can’t wrap my head around is how that provides a ground? Trailer and truck insulated from ground by rubber tires.
It would seem a short to the frame could cause it to be “hot” if you were standing on the ground and touched the trailer.
Back when I was wiring a solar inverter on my camper I watched a YouTube video on metal skinned campers having a short that caused that exact situation.
But I can’t find that video.
