I have no solution to offer- but I did have to read the OP post 2X. What I thought I read was that you had a rental septic tank. I know no one who either rents a septic tank, nor is in the business of renting a septic tank out. Maybe a missed opportunity :)
I assume it's an empty rental house. Nobody flushing the toilet.
But WHY oh WHY would the inspector call in an excavator???? NO WAY I would allow that!
I would turn on the water in a sink or bath tub and let it run until the inspector is satisfied it's full and not leaking.
Where is the water going? leaking through the walls or floor of the tank? Or out the exit pipe to the leach bed? Can't imagine it leaking that much unless the tank is buried in sand.
