Brown county MN | We farm around one side of an 80 acre lake/slough, used to loose double digit acres of soybeans on a bad year, just as they were hooking out of the ground a pair would bring the brood out and go right down the rows.
Tried flags, harassing, stopped short of shooting, but had great success with electric fencing. We used poly wire and 3/8" fiberglass posts, 2 wires minimum, one at 6-8" and another 8" higher. Ran a 3rd wire to graze a few sheep on the buffer,
Stopped the families immediately, individual adults and random pairs would still eat a few, but the parents wouldn't go where the goslings couldn't follow and they figured out the fence was not pleasant ASAP.
