If you own the soil, get tiling done first. Then go talk to your Soil and Water as they all have a chitload of cover crop money in MN (and I mean a CHITLOAD). Then I would go with Oats, Radish, Winter Kale, and Crimson Clover. Many SWCD's paying $55-$75 per acre to plant something like that.
