The fact that it drug the wheel a bit before the shaft broke makes me think the shaft breaking is the symptom and not the problem.
Is the drive chain binding up at all? It is too loose and wraps and/or tries to jump a tooth on a sprocket?
Is the rest of the planter up to snuff? Is there something else binding that would cause there to be undue strain on the drive train? I run an 8 row planter, and if I can't turn all 8 rows with an 8" Crescent wrench, I look into why: Generally it is a bearing out somewhere that is binding, or something stuck in the transmission sprockets.
