Subject: 2001 IH 4700 truck (DT466E) - is this a resistor at the battery?

SE Michigan
Connected to the positive terminal.

Put an ohm meter across it, and its an open circuit. Truck is not starting, when I turn the key I hear a relay or solenoid clicking (not the starter) Both batteries are charged. I have not gone any farther, but I am curious about this (I assume it is a resistor........but not sure of the size)

Any ideas?
