"Cold" is relative to what you experience.
Right now it is way too hot with temps hitting 28 and 29 the past few days.
The hottest days we get are usually 30 with an occasional 31 and on rare years (maybe one in 15 to 20) we get up to 33.

We liked to holiday in Bermuda in March.
Water temperature there is 19 or 20 at that time of year and locals think it is too cold to swim.
Not sure what water temp is now but they start swimming on the May 24 Bermuda Day holiday and think it is still a little cool at 23 degrees.

We do not swim but have visited with kids and grandkids and they swam in the cold 20 degree water because they are used to Lake Huron that warms all the way up to 20 or even 21 by late August.
People were swimming in Lake St Clair yesterday and temperature of water is listed as 13C
