Sounds more to me like that would be regarding USArmy Corps of Engineers and EPA as far as the Clean Water act and the definition of a waters of the U.S.
As far as I can tell it isn’t a change in the wetlands concerning USDA. Those programs are voluntary that you agree too in order to participate.
