It’s hard to win when you are the bureaucracy, because if you share information internally amongst different agencies within a department, or across departments, you might be violating congressionally passed laws.  So you follow those laws and respect people’s privacy as determined by Congress.  Then you get attacked for working inefficiently.  So a lot of effort goes into crossing all the t’s and dotting all the i’s.  It is not a perfect system and a lot of regular hard working folks who work in that system roll their eyes but what else should they do but follow the rules.
