FSA isn't supposed to even give a farm map to someone unless they own it, farm it, or have some documentation that they are picking it up.  We've picked them up when looking at renting a new farm and haven't had any issues, but they always explain that normally they aren't allowed.  They explained that they've had issues where a farmer came in pulling maps before trying to undermine the current tenant.  We sort of took it that they know who has that reputation and who doesn't and decides accordingly.  Anyone in the USDA should be able to find out way more than you'd want them to know.
