I hear you!! I have called the same neighbor twice in two years. Same deal. Killed the bushes in front of our house both times! He apologized both times and offered to pay for new bushes. Both times the wind was blowing hard and like your neighbor, He just wanted to get it done! We now have mostly evergreens by the house.
