Tile them.

Around here there is 8 feet of sand on a 20+ feet band of blue clay. If the water can't escape that sand (tile)it just sits and never dries out. I haven't found any radishes to break up 20 feet of blue clay but I'm open to suggestions. There is supposed to be some gravel below that. This area was under Lake Erie 12000 years ago and a swamp until the late 1800s until ditches were dug.
