The problem with your logic is that I think you mis-understand the logic that Ford and GM are using. In the long run. it will cost them big bucks and maybe even their businesses if they focus on building a good EV. So they seem to proceed in fits and starts. 
Make the first modern EV that lessees loved despite all its faults, claw them back and crush them.
Make a pretty decent series hybrid and then cancel it. 
Make a decent EV, sort the issues with their batteries, and then stop production because they want to focus on a new "Ultium" platform.
Bring a small SUV EV to market and present it with such a heaping pile of junk software that no one wants it.
Now, they claim they will be focusing on hybrids. 
The dealers and the UAW don't like EVs and GM is trying to please them.
