Its a saying that the old timers use/used in areas that have a long history of having excess water. They don't/didn't see actual dry conditions that would hurt a crop very often.
As for our moisture situation, it has improved greatly over the past couple months. Were actually getting to the point now that it would be nice if the rain took a break for a 2-3 weeks. But it is wonderful to enter the growing season with some moisture in the ground and not be constantly worrying about if the wells are going to go dry.
