Its about 2 things. Power and money. They want it, all of it. They'll take what they can through taxes and what they can't get through taxes they'll take through inflation.
They still have to deal with that little inconvenience that Mao so succinctly described, “Political power grows out the barrel of a gun.” They can’t get all the power until they get all the guns. Getting all the money will be the easy part.
