Bins we have built in the last 10 yrs had a foundation design paper from the bin manufacturer. Footer plus pad. You would probably be happier long term if you installed your footer/pad accordingly. Can't tell where you are; soil characteristics are a major factor in foundation/pad design. I would definitely check with bin company.
