| At normal rates it will slow kochia down a little but it won't kill it. It has been said you can get decent results if you go 3 pints LV6 on small plants like you show there. There are better products to use that are much cheaper extremely high rate 2,4-d. There is absolutely no reason to use 2,4-d to fight kochia, even if you are enlist beans it would be cheaper to use paraquate pre or glufosinate pre/post to kill kochia. Trying to kill kochia with 2,4-d shouldn't enter anyone's mind as a strategy.
I have a neighbor that is in his 60s, he says he remembers his dad using kochia when he was a high schooler and it would turn tall kochia brown. So supposedly at one point it worked on kochia. But not anymore.
edit: for lawns add starane, that will do better.
