Walter Mondale, George Bush the elder. Both talk about raising taxes to help create a balanced budget. Clinton actually did it. Yup. Last balanced budget under Clinton and Newt. While Bill would take all the credit, what actually happened were the unforeseen massive tax receipts created from windfall stock sales during the height of the Dot.com boom. The wheels were already falling off the Dot.com train when Bill handed the baton to W.
