A bit more on your control valve.

That control valve runs on 12V. The motor should run with either polarity unless it has reached either the High or Low limit switch.

To test the control valve separately, get a 12V source such as a battery and connect the green wire to the "+" terminal and the yellow wire to the "-" terminal of the battery. You should be able to hear the motor run and visually confirm that the butterfly is moving slowly. That is unless the valve has reached the limit switch in that direction.

Reverse the polarity to the battery. The motor should run and you should be able to see the butterfly move. Let the motor run until it stops due to reaching the limit switch for that direction. Once again, reverse the wires and the motor should run and the butterfly should move until the limit switch for that direction is reached.

Repeat this a few times to convince yourself that it behaves this way. It should take 8 seconds to go from one extreme to the other. If you are observant, you might notice that when you reverse the wires after the motor has stopped that the motor starts up and after a very short period of time seems to "rev up" slightly. This is proper since after a reversal, the voltage to the motor is running through a diode as part of the limit switch which reduces the voltage slightly.

In midstroke, the motor is getting a full 12V in either direction and runs a bit faster.

It is somewhat common that one of limit switches has developed corrosion during the non spraying season. The new circuit board used to be available but it is questionable if this is a good route to go or not. Sometimes it is just best to purchase an entirely new control valve.

Don't be tempted to go with a cheap control valve that does not contain limit switches. Raven has those for their entry level manual systems. Without limit switches (the control valve can go round and round) the automatic portion of control can get reversed and cause all kinds of confusion.
