It adds cost. I believe government has also forced mfg to give increased warranties on the emmision components. Late 90’s engines were kind of at a peak. Most mfg kept improving their engines and along comes the emissions rules. Companies than spent all their engineering trying to get engines to meet requirements. A lot of engines just couldn’t be converted to be very reliable. So besides cost of actual emissions stuff on the engine, companies have spent huge amounts of money on engine development which in itself adds costs.
