Southeast South Dakota | the original surveyors started the section laty out in a township in the southeast corner, and worked west and then north.
Therefore all the errors of surveying 5.5 miles were placed in the last half mile on the west edge and the north edge of a township
Therefore, to inform people they may be getting a short quarter or a long quarter, the government always names the western and northern edges of a township as government lots
Since Section 18 & 19 are both on th e west edge of the township - you will need to look at how the origianl survey was done, and what the drafter instructionn were at the time of the survey, to determine which nubers and how big tose gov't lots are
That is the way is it in the public land survey system in my part of the world (southeast South Dakota)
