Father was a contractor hired to haul manure, he is the responsible party that had the 12 or 14 year old operating a machine on the county roads. Father would have gotten the ticket if he hadlet the child operate a car or pickup on the road. Osha and Miosha have rules and agelimits in the regs. violate them and the money flows to the government. With all the unemployed workers that are familiar with farm equipment in this area, labor is not the problem, cheap labor is the oppurtunity. In this setting the kid probably got his meals and did not expect any more. When you pay part of your help that way it no wonder that they can underprice the competition who pay wages benefits, taxes and insurance.
