It looks like VPN logs can be found as stated here:

Judging by your screenshots, it looks like you have the vpn configuration info correct. If you can find the logs, those will tell you exactly what the problem is.
Do both of the USGs have the public IPs, or are they behind some other NAT device?
Any Ubiquiti experts out there?
