He said he doesn't want to spend more than 7500.00. Working on old tractors just isn't my thing, if i could find someone local (couple hundred miles give or take is what consider local) we probably would get it restored, running so he could drive it around and a paint job making it "look" nice would be enough for him i think, don't need a top of the line restoration.
