Didn't read all the replies. Judging by your location and what your looking to accomplish. I would run two rows of bins preferably in N-S lines. Make one side 60 ft diameter 16 wide rings which will be about 150Kbu. Put side draws on this so have a road running on the back side. Probably only going to be able to hit two of the bins with the leg have to run a double run to the third. Locate the leg on this side of your pit. On the opposite row go with 48ft diameter probably 14 ring bins be about 85,000bu each. Your going to lose some height because of the extra distance from the leg being on the other side of your pit. Still put side draws and a road on the back side. If you want a dryer size accordingly and space out the two 60ft that your running downspouts to and put your wet bin and dryer inline with the 60fts. Put up a tower large enough to have 2 legs inside it one to feed the dryer one to take away from the dryer and dump dry grain directly. Probably 10k/hr on each put a VFD on the tall one to let it throttle back and match the dryer. Might as well put a scale and scale house in as well. I would do at least 2- 20hp fans per bin. Go ahead and run the temperature and moisture cables. If your water table allows dig a deep boot pit and then gravity feed a large 1,500bu pit that can dump both hoppers of a semi at once into it. In todays dollars around here it would probably take $2,500,000. To do all of that.
