You have a couple options. 1: Caulk the entire thing so you can't draw house air. Yes it compromises the water proofing of the walls but you have to consider the safety of having backdrafting and also the amount of money you are spending on utilities from pulling out warm house air so quickly. You have to figure that you are leaving a window open at all times. 2: Run a vapor barrier down behind the water proofing system and run it up to the top of the block. You will have to seal the top and any seams. You then would caulk the vapor barrier and the outside of the waterproofing system. This would allow the wall to still drain into the concrete. That is all you have really for choices to make the radon system work.
