Looks to me like the first time you have to jam on the brakes, you'll get about fifty gallons spewing out that big open fitting.

Most tankers I have seen hauling fertilizer, including ours, just has a 2" ball valve on top of the tank (not on the lid) with a hose over the side, and a rope down each side to open and close from the ground.
