In WI, it could be used for educational purposes, so if you know a school teacher, ask if they want it mounted in their classroom until they get tired of it. It's not like there's a shortage of owls, or eagles anymore for that matter, they die all the time all over. They just have to have a procedure to follow and then they don't care.
