In my neck of the woods it will always burn up first year so plant low rates of whatever makes more sense to collect insurance and that only covers 50% (I believe) of county average. If you plant corn I would side dress N on only if it makes sense.
But I would burn it in the spring, fix any ditches, then hay it late summer, spray if it greens back up in the fall or just wait until spring and spray before planting and then of course as many follow ups. Definitely no till
