If they just drink, and will not knock the bowl down, I'd suggest a metal bowl and a heated waterer base. I guess if you are inventive you could find a way to keep it from being knocked off.
We have our outdoor chicken waterers on heated base units like this one, and it kept at least part of it open last week when it was -20. Down to zero, not an issue. Be sure and get the one with the built in thermostat, as you don't want it heating the water too warm on a nice day.
