SE IL		Not exactly what you’re asking for, but an Apple Watch can make calls and can also make calls automatically when it detects a fall.

Also, I have setup Amazon echos in my grandmas house where she could make calls if she couldn’t get to a phone from a fall just by yelling at it. Example, “Alexa call …..”
