Two types, in dry country, Texas and Australia for instance, a root plow is pulled with a big steel track crawler and can be set inches to around a foot deep, and is designed to cut off tap roots and lift the soil slightly to loosen the whole remaining plant so it can be raked, piled or burned, or just killed and left.

In the midwest, a root plow can be a tile plow or similar used around the edge of a field to cut the tree roots going into the field.

edit: reread the post: In midwest arable crop production, woody perennial vegetation is not a significant problem in the area of crop production itself due to annual tillage, and/or herbicide treatments. However, many crop areas in the midwest are bordered by trees in fencerows or wooded parcels, such that mature trees are close enough to annual crops that the tree roots can extend sufficient distance to affect yields of the crop by competing for water and nutrients. Some farmers seek to limit this competition and subsequent yield reduction by destroying the roots by mechanically severing them with deep vertical tillage implement.
