Probably a dumb question on my part, but do you have an electric fencer any where?
There is 1 in the machine shed.
I'd unhook fencer from ground and fence, and leave it unplugged, while rechecking. Once I had a bad fencer that was giving the electric system fits. Never did figure out how/what it was doing, so it ended up in the scape pile.
