Fountain heater shocking from the ground wire

The top heater in the water shocks.

I disconnected the power and neutral wire.
Leaving only the ground wire hooked up and it still shocks.

.......the lower heater works just fine.

What would cause this?


Where did you disconnect the power and neutral wire, at the panel or at the heater? How do you know the top heater is creating the problem and not the lower heater?


Turn off the breaker at the panel. If you still have power on the ground cable at the heater your power supply has a problem. If the line is now dead your wire from the panel to the heater has a problem.
