My grandmother was pulled over in MN 20ish years ago, Studs are/were legal in Iowa (dont run them so not 100% sure) she got pulled over and was told they were illegal in MN. She said its a good thing her car is titled in Iowa where they are legal and she was only coming into the state for a doc appt.
Trooper was surprised that Iowa still allowed them, since MN didnt.
