maybe I'm way out of date, but a used powermatic might still be in that range, especially if you get a three phase and replace the motor, or add some capacitors to run it. Makita, Hitachi make good portable ones, not sure I'd trust Dewalt or Wen. Are the spiral heads the carbide inserts? those are a premium over the standard straight HSS knives, smoother, quieter, longer lasting, easier to replace for some. Spiral head vs straight knives is a whole different discussion, read some woodworking forums for that answer, heck, go there for a specific model if you're looking for a portable planer. If you're looking for a cast iron one, then whatever you find local is more important than brand.
