I'm sure they have a good reason for it but from a weight/DOT/axle rating stance they're not heavy enough to gain anything from the spread like a semi trailer would with 25k axles.
They probably ride better down the road, not as much "bucking" as a standard tandem dual setup that can get to be a handful on rough roads if not balanced properly.
