Is it one that the handle unscrews to release the brake as you crank it down? Is the handle free to turn on the threads of the shaft?
Automatic brake winch.
Ill have to look at it better. There isn't much on that brake shaft for parts. Perhaps the handle doesn't unthread enough to release the brake.
