It's a joke - less learning time, more homework for the kids.  They went from 5 classes per day to 8, so most of the "extra" teaching time is spent moving between classes. 
My granddaughter (16) a smart kid that wants to learn, says it is terrible, teachers are rushed (don't explain stuff) kids are rushed in and out of 8 classes a day. The slower learners are flat out screwed.
