You have to grind the hard carburized layer off in order to get down to the softer metal. That way they can wear into the nasty mating cup and cone surfaces better. I wouldn't change a thing...

As others have pointed out, YouTube will start suggesting other Pakistan workshop videos that are equally as horrifying, yet somehow, mesmerizing. I've seen videos on tire retreading, oil filter manufacturing, tillage tool fabrication and many others. However, the one with people re-melting lead plates as part of a lead-acid battery remanufacturing process is the most sad of all.
